- DWORD TCAPCoordResp (CTAHD ctahd, S16 spId, U8 aSsn)
- ctahd Context handle returned by ctaCreateContext.
- spId TCAP service access point to which the caller is bound.
- aSsn Affected subsystem number.

- This function generates a SCCP Subsystem-Out-Of-Service-Grant (SOG) to the backup signaling point (as specified in the SCCP SAP configuration).
