Sends a request to block the given circuit and blocks while awaiting a response.

Prototype

short isupBlockCircuit ( U8 board, U32 circID )
board TX Series board number to configure
circID Circuit ID to block

ISUP_UNBOUNDApplication failed to call isupInitMgmtAPI prior to this call.
ISUP_BOARDThe board number is out of range.
ISUP_DRIVERAn error occurred accessing the driver.
ISUP_FAILEDThe task on the TX Series board returned a failure.
