causes MTP 2 to start or stop flow control on the specified link. This request has minimal impact and is not typically needed.
Format
Service Provider ID
MTP 2's reference number for this link on this TX board. Must be 0-15.
Action
The action to take. Possible values are:
0 Start flow control
1 Stop flow control
